Case Discussion Questions
1.Do you think the Congress could do better in terms of passing its spending bills and submitting a budget if it did it every two years (create a biennial appropriations process) and use supplemental budgets for emergencies and unplanned problems?
2. Legislation has been proposed to deal with shutdowns by setting up an automatic continuing resolution should Congress fail to secure permanent government funding before the fiscal year deadline (the 2021 version is called the Prevent Government Shutdowns Act). How do you think this would work and is it a good idea?
3. Are there steps that could be taken to “change” the federal budget process so that shutdowns wouldn’t occur? For example, California has a law that takes away the pay of state legislators if they don’t pass the budget on time—could something like that make a difference?

Work should be paraphrased in your own words with source cited and not direct quotes.
Do not write in rhetorical questions. I should never see a question mark in a paper.
All work should be written in third person voice. First person voice (I, you, we, us, our, your) is not appropriate in academic writing.

This case deals with various community groups coming together to develop a sewer facility. First, thoroughly read the case study. Then address the critical elements and accompanying questions in an analysis paper, focusing on why the policy is needed and how various public groups were engaged.
Specifically, you must address the critical elements listed below.
Identify Public Problem:
Problem: What is the problem being addressed? Illustrate with specific details.
Why Policy is Needed: Why is the policy needed? Cite specific evidence to support your position.
Shaping of the Policy: How was the policy formed/shaped? Illustrate with specific details.
