  • Title: The Impact of Consent Decrees on Police Reform: A Case Study of the Baltimore Police Department

    Many practices of American Police and Sheriff’s Department are rooted in the historic pattern of disinclination. Both history and current events demonstrate that law enforcement agencies routinely disproportionately arrest, ticket, and stop minorities in relationship to their percentage of the community’s population.
    In order to address these inequities, police reform was required. A variety of methods to implement these reforms have been employed. These methods include consent decrees between the Department of Justice and the local agencies, reforms imposed by legislation, and voluntary reforms by the agency itself.
    Of course, the durability of these reforms is one of, if not the most important aspect of the reforms.
    With these broad concepts in mind, please address the following:
    Identify a police department that has been subject to a consent decree that has been in effect for at least five years, or has been concluded.
    Discuss the underlying events that led to the consent decree. While there is usually a specific incident that drives the consent decree, that is almost certainly not the first one. Be sure to examine the history that led up to the consent decree.
    Compare two of the most important provisions to the underlying causes of the consent decree. Discuss how these provisions are meant to address the failings of the agency.
    Use the UMGC Library, as well as other credible sources to find information to  support your discussion of whether or not the consent decree has successfully addressed the concerns it was intended to reform, and if the results are durable. Be sure to address where the consent decree has succeeded, and where it has failed.
    Discuss, with academic article support, how the consent decree has affected the agency’s relationship with the community. In addition to statistical information, such as crime rates, number of citizen complaints, and homicide closure rates, also include the opinion of the community stake holders.
    Compared to before the time of the consent decree, discuss the overall effect of the consent decree on the relationship between the law enforcement agency and the community.
    Format Requirements
    Paper must be double spaced, 11 or 12 pt font and 1” margins all around.

  • “Interpersonal Relationships and Decision Making in 12 Angry Men: A Reflection on Justice, Morality, and the Legal System”

    Final Assignment is as follows:
    Watch the movie titled 12 Angry Men.  The original film was made in 1957 and is in black and white; while the remake of the film was made in 1997.  The topic of the movie involves the interpersonal relationships and decision making processes on 12 jurors in a criminal trial.  The content and the language of the film(s) at times can be strong, and the details of the underlying criminal trial are discussed (a son accused of stabbing his father) as well as capital punishment.  The 1957 film is unrated, while the 1997 film is rated PG-13.  If you, individually, have any underlying personal reasons that you are reluctant to or prohibited from watching the film and/or writing a paper on its content, please email me directly and I can assign a different film.  The films are available for free online.
    YOU ONLY HAVE TO WATCH one of the films, not both, so choose whichever you prefer.
    When you have completed watching the film, you are required to write a 3-5 page reflection paper.  12 point font, standard margins and no more than double spaced.  The use of A.I. in any of its forms is strictly prohibited and will be checked.
    The paper should provide a summary of the film, discuss your views/observations on the interpersonal relationships and decision making processes of the 12 jurors.  In the paper, please explain your thoughts on the outcome, your thoughts on “beyond a reasonable doubt” and whether personal feelings, morals, ethics and opinions should be considered during deliberations of a criminal trial.  In class, we discussed the differences between a civil case and a criminal case (burden of proof), so make sure to discuss that, and also include any thoughts you have on right vs. wrong, what seems fair vs. unfair in the law, and any other legal topics you can recall that we discussed in class. 
    I am looking for your ability to think independently and write a paper expressing your opinion.  There are no right or wrong answers in this type of reflection paper, so do not be concerned if your opinion varies from what others might think.
    Any paper turned in that is under 3 pages will be downgraded and any paper not turned in by the due date/time will not be graded.  As a courtesy, I am giving as long of a deadline as I can for you to complete this assignment, as I am aware that next week is finals week and you all have multiple exams.
